echeveria leaves wilting


Question
I got an Echeveria runyonii about a month ago and it was fine at first, but for the last two weeks the leaves on its bottom half suddenly all started sagging and would then shrivel and turn brown.  A small offset is growing on one side of the base and is getting quite large.  Could this be the reason?  I'm not doing anything differently.  Also, I think those lower leaves may have gotten all of their whitish powder rubbed off by mistake.  Does this plant not like its leaves touched?  Any information you have on Echeveria runyonii would be helpful.
