Are the chips good for the garden.  I am having a stump grinded at this time.

Yes they can be used as mulch or mixed in the soil. Pine may raise the Ph of the soil a little but acid loving plants will love it. The amount of chips from a tree stump will have little effect on the soil.  The smaller the chip the faster they will be broken down in the soil. I would go for it.
