I'm sorry that your koi may be ill.  Head shaking may indicate parasites that are making the fish itchy such as flukes.  If you can find a local koi club in your area, they will often come out and diagnose problems with your koi for free.  I hope you can find some local help.  It's really hard to diagnose problems via e-mail.  Good luck!
