My apartment receives less than optimum light for the plants I want to grow. Can you advise if the use of mirrors will significantly increase light levels and, if so, how best to place them?

I love your subject title!
Mirrors cannot create light, but they can redirect it. Thus, if you have a sunny window but you cannot place a plant right in front of it, then a mirror properly angled can redirect the light to another location within the room.
However, light intensity drops off dramatically over distance traveled. So if you use a mirror to reflect the light all the way across the room to where a plant is located, the intensity will drop off and may not be adequate for the plant.
Again, the important concept is that mirrors can only redirect light, not actually increase it.
