Question
just a random question if you cut the vine off a nep. and root it will it grow upper or lower pitcher???

Answer
This entirely depends on your timing, how you make your cut and the species/hybrid.  If you cut the vine when it's already producing upper pitchers, then you'll end up with upper pitchers.  If you cut the vine when it's still producing lower pitchers, there's a much higher probability the cutting will continue producing lower pitchers.  This is especially true with a slow growing plant.  If the plant grows relatively quickly, the new shoots would likely produce upper pitchers.  How much you cut off will also influence the type of pitchers you end up with.
