Cleveland Pear tree infestation?

Question
I have a 8' Cleveland Pear, which I've had for nearly 8 years.  It has survived strong winds, sweltering heat & Fay; I live in Callahan FL where most of everything I've chosen to plant has done well.  The pear tree is slower than more mature trees to emerge from winter, but every year, it seems to look better & better.  This year, along with the new growth, there are soft 1/4" protrusions coming from all around the trunk of the tree, like thick short hairs, you touch them, they fall off, but it seems as though something is left behind in the trunk..is this a bug, fungus..what is my course of action?  Thanks in advance for your reply.

Answer
Hi Lisa,  Sounds like a fungus, you can check with you local Agricultural Extension office.  Is it getting to much water?  Have you put any type of fungicide drench on the trunk?  I would spray Pure Neem Oil spray by Dyna Gro.  It is organic and a better choice than poison on your food plant.   kathy
