using Alfalfa as a green manure for a lawn

I am considering planting Alfalfa in the spring as a green manure to prepare my NE Nevada (Elko,Nv) clay soil for a future lawn.  I have been advised by ALLExperts to plant and keep cut all summer until early fall and then lightly till and follow with lawn seed.  I am not sure what that means?  Do I roto-til, drag and then plant or do I not disturb the soil and plant lawn seed intermixed with the dislodged alfalfa?

It seems that not roto-tilling and not dragging would leave the new lawn in uneven disarray.  Please fill in my blanks.

Hi there
This is Aman. Please apply high rate of seed of alfaalfa where you want to grow lawn. Allow to grow vegetation for 7-10 weeks as it will provide organic matter to your clay soil and help to soft. Use roto til to mix debris in soil followed by irrigation and if possible add some quantity of nitrogen fertilizer that help it to degarade. Level  and spread the seed which one is best suited to your climate zone. That's it.
