landscape to cover a fence

I have a wooden fence that spans my back yard and along the pool area. The fence is 105' X6'. However the space btwn the pool area and fence is about 16"wide for planting.

I am looking for a vine or hedge to cover the fence.  I live in zone 9-10 and the area gets full to partial sun depending on time of day.  Bougainvillea grows well but I don't want such a thick heavy looking hedge.  I like the "airy" look of Oleander but it is poisonous and I have young children. Vines are a lighter look and would cover the fence but when not flowering can look "twiggy" and scraggly for lack of better words!  It's a long space and I just don't know what to do with it.  Any suggestions would greatly be appreciated.

Oleander would get too big.

By eliminating "vines" from your list of options, you have literally remove hundreds of potential solutions to your problem - Obviously, you'll want to avoid the annual or decidous vines, as they will go dormant and look "twiggy", but evergreen varieties like Star Jasmine may just fit the design intent...plus add an intoxicating aroma!

Now, I do not suggest you fill all 105' with the same kind of vine or plant.  Also, some will not tolerate chlorinated water from the pool.

Here are some other plants that may work in this tight space - Agapanthus, Aloe, Canna, Lantana, Eastern Lily Vine, Fatshedera, or Korean Grass (Zoysia).
