re-doing a flower bed


Question
i have two large flower beds in front of the foundation of our house. the problem is that the old owners put white rock on top of their plant beds and i would like to remove the plants. do i have to remove all of the rocks or is it possible to put more top soil over that and go from there. it also has black plastic under the rock, and there are a lot of weeds growing in the beds. another question i have is what type of plants would grow best and provide beauty as well as low maintanence. the area im referring to faces east and is partially shaded. thank you for your help!

Its up to you what you want, but I would remove the rocks personally. as far as plants lots of perennials grow well in part sun go down to the garden center and select the ones that suit you. read the tags for light requirements and you should do fine. good luck  Larry  ;-)
